Here are the special effects that are made at FastPass+ and entry touch points in the Magic Kingdom for the 2017 Mickey’s Not So Scary Halloween Party Limited Edition MagicBand. Special thanks to readers Luke and Cheryl for the video.
The effects play the sound of the Headless Horseman galloping on his horse. The lights create the effect of him moving by you at a quick pace. Take a look:

Okay thats pretty cool effect, but I’m not going to the party this year. Too much money for little changes from the last two.
We r wanting the Halloween 2017 magic bands. We will be there 10-1-17. How do we get them?
They are only available at the Halloween party in Magic Kingdom.
They will start selling them when the party starts and you usually have to show that you’re attending (wrist band). Probably in the Emporium.
They are limited to 4,000. While this is higher than the average amount released, there is always the possibility of selling out, though I wouldn’t sweat it. Like all MK specific bands, they are available in Box Office Gifts as soon as you walk into the park (through the tunnel), on the right-hand side. If they’ve sold out there, just get with a retail Cast Member and they can tell you where others are located around the park on their tablet. I don’t think you are required to show proof of attendance either… well, I didn’t have to, nor did I have it when I purchased this band. Good luck and have a great vacation!
I have the MagicBand from the 2015 Mickey’s Not So Scary Halloween Party. Does anyone know if it will still make the special effects this year at the touchpoints that it did that year?
They will always give the effect. Unless the system is ever changed in a major way, they were sold with that feature and should always have it.

To piggy back off that question, will the official MNSSHP magic bands ALWAYS trigger that effect at the touch points, no matter what time of year it is, or would it only make those effects during the party?
I guess the same question would go towards all party magic bands.
